Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA) after the merger

Ho Chi Minh City, Vietnam – Deputy Prime Minister Tran Hong Ha signed Decision No. 1625/QĐ-TTg on July 28, 2025, officially establishing the Management Board of Ho Chi Minh City Export Processing and Industrial Zones.

According to the Decision, the new Management Board of Ho Chi Minh City Export Processing and Industrial Zones will be formed through the merger of three existing bodies: the Management Board of Ba Ria - Vung Tau Industrial Zones, the Management Board of Binh Duong Industrial Zones, and the current Management Board of Ho Chi Minh City Export Processing and Industrial Zones.

The Management Board of Ho Chi Minh City Export Processing and Industrial Zones, officially known as the Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA), is a public agency operating under the Ho Chi Minh City People's Committee. Its primary function is to conduct direct state management over all export processing zones (EPZs) and industrial zones (IZs) within the city's territory.

Furthermore, HEPZA is responsible for managing and providing public administrative services and other support related to the investment, production, and business activities of enterprises operating within these zones, in accordance with the law.

The Authority has the status of a legal entity, with its own bank account and a seal bearing the National Emblem. Its funding for state administrative management, operational activities, and development investment will be allocated from the state budget as planned, along with other financial sources as permitted by competent state agencies.

Functions and Powers of the Management Board

The Management Board shall perform its tasks and exercise its powers in accordance with current laws and regulations.

The Head of the Management Board is tasked with submitting specific regulations on the functions, duties, powers, and organizational structure of the Authority to the Ho Chi Minh City People's Committee for approval, ensuring compliance with legal provisions.

This Decision is effective from the date of its signing and supersedes the following previous decisions:

• Decision No. 731/TTg, dated October 3, 1996, on the establishment of the Management Board of Ho Chi Minh City Export Processing and Industrial Zones.

• Decision No. 692/QĐ-TTg, dated May 22, 2020, on the merger of the Vietnam-Singapore Industrial Park Management Board into the Management Board of Binh Duong Industrial Zones.

• Decision No. 485-TTg, dated July 29, 1996, on the establishment of the Management Board of Ba Ria - Vung Tau Industrial Zones.
